The honest fuck is a "Stargazing permit"? I am genuinely bamboozled here, why would a park need this? The only thing I could see this is for a late night thing if the park closes but by god at that point have a late night pass.

That permit is from New York State.
They have it all over England too apparently, it was sent to me by a Brit.
