Yes => it is not allowed

No => then it depends on the property owner

Most property owners are influenced by what their customers want. If most people are grossed out by nudity then most places will ban it. But as long as there are some nudists around then the incentive will exist to establish nudist friendly places to capture their market share. So everybody wins.

The hospital can take the parents to court whether they are paying or not.

If the parents were paying then the hospital would have an incentive to keep the patient alive. The problem being highlighted here is that the NHS gets a fixed budget from the government regardless of how well they perform. And you can't just stop paying your taxes when they screw you over.
