Why that many? Sure some things need to be described, like court cases, what is and isn't a crime (Common Sense Law, Don't do dumb stuff, or get a fine), and basic safety regulations, like keep your food edible to the Average Human, and don't poison the Water, and some basic Building Regulations (Make Good Building, with basic services); Besides that I can't really describe stuff that couldn't be decided by the local Vemocracy (Local Voluntarism, town level), therefore the people.
Though I do personally support all separatist movements, because one that changes the map, and two that grants sovereignty to a culture and peoples I have not seen before, I would not be too supportive of them before researching them. Remember, not ALL rebellion against government is good, sometimes it can also be bad. If anyone wants me to expand on this, reply if you want to.
I despise it when they use a school shooting as their pawn, though my solution of private security companies might not be perfect, it is better than banning guns. You really think they will stop if you ban guns? Oh wow gun violence is done, shocker, but they just moved on to using knifes, bats, and the mental state these people (the school shooters) are in, I would not be surprised if they started using explosives or chemicals.
I have never seen "emergency" on a police car. As for disabling the police, it is a double edged sword, you can prevent plenty of arrests for "crimes" and prevent any unnecessary brutality, but you also may allow the unpolicing of actual crimes such as property theft, vandalism, and murder, unless of course by then private security companies are something prevalent and cheap enough that anyone could pay for one, and thus said crimes would be harder to commit and have a higher risk.
